Bill To Expand Taxi Service In Limbo

It’s been almost a month since the New York State legislature passed a law that would create a new class of taxis and allow them to pick up street hails in under-served parts of the city, and still Governor Andrew Cuomo hasn’t signed the bill, nor given any indication whether he will.
